Thumbs up Wrong tow vehicle or bad trailer loading? Both?

I had just arrived at the RV storage place and was about to get out of my truck when this guy in an old beat-to-hell F150 comes rolling by.
His front stabs were about 4" off the ground. I was speechless. This guy had just pulled off the freaking highway with this setup!
Based on the very little I know about towing bumper pulls, I have to say right off the bat he has no weight distribution hitch of any kind,
plus I figure he's got to have a ton of cargo loaded into the front end of the trailer, AND NO safety chains! Is this even legal?

I'll bet that tows like a dream!

Truck looks like the frame is bent.

I'm not a fan of nanny state rules by any stretch of the imagination, but somebody towing a fundamentally unsafe rig like that deserves some police intervention if they aren't smart enough to make their rig safe on their own.

Stupid people die in stupid ways.
Not particularly worried about the guy in the Ford, but I wouldn't want him to kill anyone else.

Looks like trailer might have kissed the side of his pickup pretty hard. I don’t think Texas has very stringent laws regarding RV towing

I almost sure that safety chains/cables are required in Texas for towing and I don't see anything in the pics to suggest a weight-distribution hitch. That rig is an accident waiting to happen. Like Jking46 said, if something bad happens to the Ford driver, it was self-inflicted but would hate for him to harm anyone else.

I'm pretty sure safety chains, on bumper pulls, are required in all stated. Other than that I don't see much else that is illegal. You really don't know how far he had to tow it. He may have just came from a few blocks away. I wouldn’t tow a TT without a WD hitch but it probably tows better than you guys are giving it credit. I have seen quite a few trailers being towed without WD hitches that the driver thinks his air-bags make them unnecessary. You hardly ever see a Boat trailer with a WD hitch. There again they just use extra springs to level the truck. That doesn't do anything to transfer weight back to the front axle. Like I said the driver in the picture doesn't have the perfect set-up but other than not having any safety chains I don't think he is going to kill anyone.

I don't see any damage to the trailer. Doubt that trailer did the damage to the truck.
