One year. Hopefully I'll not have a late penalty next year.

As I understand current regulations, no - it applies to future purchases after establishing residency just like for us regular residents. I would be interested in feedback from those on the forum who have established residency if otherwise or more to the process. If not clear, I will be more than happy to call the state revenue department and share findings.

As a modification to this I did find this document which notes a tax is to be paid in some situations. See item 99 in attached pdf: https://state.sd.us/eforms/secure/ef...Exemptions.pdf
Most states have a higher rate so this does not come into play. There are five states (Delaware, Alaska, Oregon, New Hampshire and Montana) with no vehicle tax so 99 would apply in the full 4% it seems.Last edited by Canyonlight; 10-16-2018 at 06:38 AM. Reason: added SD pdf and text.

Number 99 makes sense. I only paid 3% tax on my truck and trailer in NM, so I guess I'd have to pay them 1% just to get them registered? 1% of $100,000 is $1,000.

Leon - attached link to SD Vehicle registration page with contact information. http://dor.sd.gov/Motor_Vehicles/ Here is the phone # (605) 773-3541
Rather than me playing middle man, it may be best for you to contact them directly to learn more specific to your situation. Keep us posted.

I remember some time back when a bunch of RVers in Colorado got tired of payng our outlandish fees for tags and they registered in SD. They were not fulltimers and had their primary residences in Colorado. They got caught and had to pay big fines. One fellow had to pay about $20,000 for his motor home. I can understand their frustration - we just paid $1,700 to tag our 5er!

SD is pretty clear...thanks for the link Dan. I would have to pay an additional 1% sales tax on all my vehicles to bring the sales tax up to the required 4%. I don't know if that would be a deal killer given the overall scheme of things, but certainly a consideration. For people in states with no sales tax on vehicles it may well be a deal killer given the prices paid for pickups and travel trailers these days.
Now I have to find out if SD allows you to make your ATV/UTV "street legal" like they do in Arizona. In Arizona you just need to add mirrors and a horn to get a regular license plate and you can ride your ATV/UTV on public streets. In New Mexico they don't allow that, so I keep my Viking registered in Arizona.
Here is the language on the vehicle sales tax: "If you have titled and licensed your vehicles in another state, you will be granted reciprocity when you come to South Dakota and will not have to pay any additional tax if your state’s tax rate is above South Dakota’s 4% tax rate. If a state with no tax or a lower tax rate than South Dakota’s 4%, then you will need to pay the additional tax rate to match the 4%. You have 90 days from your date of arrival to title and license your vehicle in South Dakota."

Looks like SD lets you make your ATV/UTV street legal like Arizona does. Here is a related article:

Ken, please look at the overall picture. Registrations and insurance are less than many, no state income tax.

Ken - that is the way I'm reading it. You have to show them where you paid at least 4% sales tax on your vehicles. If you haven't, they will charge you up to 4%. In my case that would mean I pay an additional 1%, in your case that would mean you pay 4%.
I was a cop and not an attorney, but that's the way I read it.
