Reader's Digest answer: Maybe, maybe not. It depends.
War and Peace answer: I'm very close to my 315's GVWR (actual=10,660lbs last weigh) and the only water I carry is a few gallons to flush the potty and wash hands while on the road. I have the second A/C and a washer/dryer so the nose is heavy. In addition, we carry a fair complement of "stuff" with us. There's no way I could carry a full load of water and stay within the trailer's specifications. My hitch weight comes in around 1,300lbs. This is important so that I'm within the 10-15% window of necessary tongue weight to reduce the possibility of sway.
